Canberra residents are able to apply for subclass 491/190 under ACT nomination.

Before ACT nomination, the applicants must complete EOI and have a minimum of 65 points.

Two-stage process:

  1. Express your interest in ACT nomination by completing a score-based Canberra Matrix. The applicants can select ACT nomination under 491or190. The candidates who have the highest ranking in each stream will be selected and invited.
  2. The applicants must complete and submit the online application when invited within 14 days. The required documents to demonstrate the eligibility and scores must be provided in the Matrix application.

Please note that from 1 April 2021, an employer statutory declaration to prove the employment is required in the application, no matter when the Matrix was submitted.

Eligibility

ACT Critical Skills List

The list is determining the eligibility for ACT nomination of 491/190 and will be reviewed every 4 months and updated according to the skills needs of the ACT economy.

Canberra resident 491

The following criteria must be met to submit a Canberra Matrix for the purpose of subclass 491 visa .

  1. Residence requirement: 3 months immediately before the date of Matrix application (and continuing until the date of any invitation).
  2. Occupation requirement: The occupation is on the ACT Critical List or the applicant is working in the nominated occupation for at least 3 months in Canberra holding subclass 457/482 visa sponsored by an ACT company.
  3. Employment requirement:
  4. at least 3 months employment immediately before the date of Matrix application.
  5. Minimum working hours: 20 hours per week.
  6. must be paid employment
  7. the employment must be continuous without unpaid leave unless a medical certificate is provided
  8. can be self-employed and/or work for more than one employer
  9. the income must not be less than the market salary rate or relevant award if employed
  10. the employer must be actively operating in ACT for at least 12 months at the date of Matrix application
  11. If the applicant is self-employed on an ABN, the weekly income must not less than $500 and at least 12 months ACT business activity must be provided
  12. An employer statutory declaration is required/the applicant must sign the statutory declaration if self-employed.
  13. The employer must have an office or branch in Canberra or within a 30-minute commute to Canberra.

4. English requirement

Managers and professionals under Group 1 or 2 must have proficient or superior English.

5. The dependent applicants who would be included in the application must have lived in Canberra for 3 months immediately before the date of Matrix application.

6. When claiming points for a spouse or partner, evidence of the relationship must be provided.

7. If the applicants intend to claim points in their spouse/partner’s employment category, the competent English or Australian passport of the spouse/partner must be provided.

8. A Statutory Declaration must be signed by the applicant to commit to living and working in Canberra while the applicant visa is processed and for at least two years from the date of the visa grant.

Canberra resident 190

The following criteria must be met to submit a Canberra Matrix for the purpose of subclass 190 visa.

  1. Residence requirement: 6 months immediately before the date of Matrix application (and continuing until the date of any invitation).
  2. Occupation requirement: The occupation is on the ACT Critical List or the applicant is working in the nominated occupation for at least 6 months in Canberra holding subclass 457/482 visa sponsored by an ACT company.
  3. Employment requirement:
  4. at least 6 months full-time employment immediately at the date of Matrix application.
  5. Minimum working hours: 35 hours per week.
  6. The employment must be continuous and the business must be actively operating in ACT for at least 12 months at the date of Matrix application
  7. must be paid employment
  8. can be self-employed and/or work for more than one employer
  9. If the applicant is employed, the income must not less than the market salary rate or relevant reward
  10. If the applicant is self-employed on an ABN, the income must be at least $1000 per week and at least 12 months ACT business activity must be provided at the date of Matrix application
  11. An employer statutory declaration is required/the applicant must sign the statutory declaration if self-employed.
  12. The employer must have an office or branch in Canberra or within a 30-minute commute to Canberra.
