Overview
As of 1 July 2023, the Australian Government introduced a direct pathway to Australian citizenship by conferral for eligible New Zealand citizens holding a Special Category (subclass 444) visa (SCV). This pathway allows eligible New Zealand citizens to apply directly for Australian citizenship without the requirement to first obtain a permanent visa.

Eligibility Requirements
To be eligible for citizenship under this pathway, you must satisfy the following general requirements:
- Hold an SCV: You must be a New Zealand citizen holding a Special Category (subclass 444) visa.
- Residence: You must have lived in Australia on a valid visa for at least four years immediately before the date of application.
- Absences: You must not have been absent from Australia for more than 12 months in total during the four-year period, including no more than 90 days in the 12 months immediately before applying.
- Permanent Residence Status: For citizenship purposes, you are considered to have been a permanent resident for the four years preceding your application.
- Character: You must meet the character requirement, which includes providing police clearances if applicable.
- Language and Knowledge: You must demonstrate a basic knowledge of the English language and an adequate understanding of the responsibilities and privileges of Australian citizenship.
- Intention: You must intend to reside in Australia or maintain a close and continuing association with Australia.
Application Fees
The application fee for Australian citizenship by conferral (general eligibility) is as follows:
- Standard Fee: AUD 575
- Concession Fee: AUD 80
- Child (15 years or younger): Nil (if applying on the same form as a parent)
Processing Times
The Department of Home Affairs publishes processing time benchmarks based on the date of application to the date of decision for citizenship by conferral:
- 50% of applications: Processed within 5 months
- 90% of applications: Processed within 9 months
Note: Following the decision, additional time is required for the invitation and attendance at a citizenship ceremony.
