The Business Talent (Permanent) visa (subclass 132) was designed for high-calibre business owners and entrepreneurs who were nominated by an Australian state or territory government. This visa allowed successful applicants to establish a new business or develop an existing business in Australia with immediate permanent residency.

Note on Visa Status (2026):

The Australian Government permanently closed the Business Innovation and Investment Program (BIIP), including the Subclass 132 visa, to new applications on 31 July 2024. The Department of Home Affairs is currently only processing the remaining backlog of applications lodged prior to this closure. New business and investment migrants are now directed toward the National Innovation Visa.

Significant Business History Stream

This stream was intended for experienced business owners who wanted to have a major management role in a new or existing business in Australia.

  • Net Assets: Applicants required net business and personal assets of at least AUD 1.5 million transferable to Australia within two years of visa grant.
  • Annual Turnover: A minimum turnover of AUD 3 million in one or more main businesses in at least two of the four fiscal years immediately before the invitation.
  • Ownership: Minimum ownership requirements:
    • 51% of a business with turnover less than AUD 400,000 per year.
    • 30% of a business with turnover of AUD 400,000 or more per year.
    • 10% of a publicly listed company.

Venture Capital Entrepreneur Stream

This stream was for individuals who secured venture capital funding from a member of the Australian Investment Council.

  • Funding Requirement: A legally binding agreement to receive at least AUD 1 million in funding.
  • Purpose: For the start-up, product commercialisation, or business development of a high-value business idea.

Eligibility Criteria

To have qualified for the Subclass 132 visa, applicants were required to meet the following:

  • Nomination: Received a nomination from an Australian State or Territory government agency.
  • Invitation: Received an invitation to apply through SkillSelect.
  • Age: Usually under 55 years of age.
  • English Language: Demonstrated functional English or paid the second instalment of the visa application charge.
  • Health and Character: Met standard Australian health and character requirements.

2026 Fees and Charges

The Department of Home Affairs has maintained a specific fee structure for the Business Talent (Permanent) visa. While other visa categories saw increases in 2025 and 2026, the 132 subclass retains the following base charges for the remaining backlog as of 2026.

  2. Monitoring Surveys: Complete mandatory surveys and provide evidence of business activity 24 months after arrival.
